Hong Kong Marine War Risks Insurance Pool - the dedicated war risks pooling facility, officially launched on 17 November 2025 during Hong Kong Maritime Week 2025. Operated through a collaboration of leading Hong Kong insurers, the pool aims to build a localized insurance mechanism specializing in war risks, enhancing Hong Kong's influence in the international marine insurance market.

Combining regional maritime resources to build a robust risk protection network

The Hong Kong Government is committed to upholding Hong Kong’s position as an international maritime centre. This is also firmly supported by the Central Government in their “Outline of the 14th Five-Year Plan for National Economic and Social Development of the People’s Republic of China” and the “Greater Bay Area Outline Development Plan”. The creation of a Hong Kong Marine War Risks Pool will further promote Hong Kong as a leading international maritime centre.

China owns the largest bulker fleet, both in terms of number of vessels and vessel values. China also own the largest number of tankers and containers. The Hong Kong War Risks Pool is governed by a robust organizational framework led by the Committee Board, which maintains primary decision-making authority and oversees the Pool's general direction. This governing body is closely supported by the Advisory Committee, a specialized group that provides essential strategic guidance and expert advice to ensure the board remains adaptive to the complex global maritime landscape.

The central management and day-to-day operations are orchestrated by Alliance Risk Transfer Limited, acting as the Manager to bridge high-level strategy with operational execution across five specialized pillars.
